This is quite a common thing here as I see at least 2-4 cars driving without their lights on a day. Not only it's against the law to be driving in the dark without your lights but also risking a high chance to kill pedestrians (people walking across streets) as well. It feels good to stop someone from breaking the law before they make others believe it's a great idea to do so.
